Here is the text of an email I sent to Stephen Lau, chair of the UCITPS - Systemwide Info Mgmt. & Tech Policy committee. Stephen had a deadline of January 13, so I sent him some of the ideas we discussed in the Ed Tech Leadership Group regarding SOPA:
- It is vague on what a violation would actually look like and would be hard to implement
- It is too specific in the remedies prescribed (take down of web sites) and would result in an increase of violation notices / lawsuits
- It may necessitate deep packet inspection (and thus have staffing / workload implications)
- It will require modifications to documentation and additional training to staff and faculty
- It holds specific negative impacts potentially for learning management systems, web streaming of instructional content, and lecture capture ... as has been already mentioned by other groups
In general, the ETLG agreed that SOPA seems like an effort that emanates from a failed business model.
